| Reviewing agency | Fee category | Calculation basis | Quantity / unit | Estimated low | Estimated high | Payment timing | Source date | Source citation | Assumptions | Verification |
|---|---|---|---|---|---|---|---|---|---|---|
| Example Planning Dept. | Site plan review | Base + acreage | 8.4 acres | $4,200 | $5,100 | At submittal | May 2026 | Sample Fee Schedule §4 | One review track | Agency confirmation needed |
| Example Utility | Water connection | Meter size | 2-inch meter | $18,000 | $27,000 | Before permit | Jan. 2026 | Sample Utility Table 7 | Final demand unknown | Concept-dependent |
| Example Building Dept. | Plan review | Project valuation | $6.5M assumed | $21,000 | $29,000 | At permit submittal | Mar. 2026 | Sample Valuation Table | Shell only | Valuation required |
Preliminary planning-level estimates are based on publicly available fee schedules and stated project assumptions. Final fees remain subject to agency calculation, utility-provider confirmation, project valuation, and plan review.
A full schedule may include due diligence, pre-application, concept development, entitlement preparation, submittal, completeness, agency review, resubmittals, a public hearing when required, approval, civil documents, building permit review, and construction start. It may also show dependencies and schedule risks. Depending on scope, delivery may be a PDF schedule, Excel schedule, Microsoft Project-compatible file, or visual Gantt chart. A native .mpp file is not promised.
| Required application | Reviewing agency | Submittal prerequisites | Estimated cycles | Public hearing | Decision authority | Key dependencies | Open questions |
|---|---|---|---|---|---|---|---|
| Concept Review | Example Planning | Sketch plan; narrative | 1 | No | Staff | Applicant concept | Is transportation memo required? |
| Conditional Use | Example Planning | Neighborhood meeting; studies | 2–3 | Yes | Planning Commission | Complete technical package | Hearing cadence and noticing radius |
| Civil Construction | Example Engineering | Land-use approval | 2–4 | No | City Engineer | Utility and drainage design | Off-site improvement extent |
Review cycles and timing are planning estimates, not agency commitments. Actual applications, prerequisites, authorities, and sequencing require property- and jurisdiction-specific confirmation.
| Requirement | Sample standard | Concept indication | Preliminary status | Follow-up |
|---|---|---|---|---|
| Front setback | 25 ft minimum | 32 ft shown | Appears consistent | Confirm property line / ROW |
| Height | 45 ft maximum | 42 ft | Appears consistent | Verify rooftop screening rule |
| Parking | 1 / 350 sf | 118 spaces | Needs calculation | Confirm net floor area |

A concept review is a planning-level comparison of the materials provided against identified standards. It is not a survey, engineering design review, permit approval, or guarantee of compliance.
